designed to promote the Citizens’ Budget, a
“Road Map for Sustainable Government in Colorado.”
“Nearly every Colorado citizen has been affected by the downturn in the economy and its current slow recovery. Governments at all levels also have had to adjust. Programs cannot continue to expand. Is the only answer to raid family savings accounts and businesses’ incomes with new taxes and fees? If so, what will that do to the desirability of living and working in Colorado? Will we be able to provide an improved standard of living for Colorado’s residents?” (from Citizens’ Budget)
Penn Pfiffner, Senior Fellow at the Independence Institute, will answer these questions and more. He will discuss how Coloradans like you can understand and influence the government process and spending habits at the state level. Mr. Pfiffner will remain after his presentation for an ad-hoc discussion to discuss implementation with anyone who is interested in assisting with the Citizens’ Budget.

About Penn Pfiffner
Penn is a former state representative, having served eight years in the legislature. His major bills included the enhanced sentences for dangerous pedophiles and the state’s first full-restitution policy. He authored the repeal of the capital gains tax, and wrote the major deregulation bill of the decade.
He has a financial and managerial consulting practice, Construction Economics, LLC.
He taught college Economics part-time for thirteen years, at both the graduate and undergraduate level. Penn earned a Masters in Finance from the University of Colorado at Denver.
He is currently a Senior Fellow at the Independence Institute and served for six years as the President of the Colorado Union of Taxpayers; he continues to serve on the Board.
Penn and Karen are the parents of three adult children. He is a veteran, having served as an officer in the Navy until the end of 1979.
